Seeking transliteration help with baptismal record.

Hello, I am stalled at several points in a baptismal record for Philipp Jakob Reuter born 2nd of [?] at 6 o'clock in the afternoon and baptised on the 4th [?]. Left page 2nd baptismal entry.

I do not have the header correct:
  1. Im Jahr Christi 1813 ward im hießiger Pfarriz.
I cannot decipher the month Philipp was born or baptised. I've researched Latin months and old German entries, or his father Frederick Reuter's occupation, maybe a tailor?

Baptismal witnesses 2-4 are incorrect as well.

Phillip Jakob Reuter"s record

Regarding this Church register, (see permalink) I am seeking an understanding of the mixed records content, images 1-32 are in French and 33+ are in German. The title page says this is a French church, with records from 1847-1812. The individual I am seeking is German, Phillip Jakob Reuter, baptised in 1811 (permalink). Is there a conclusion I can make regarding Phillip's denomination and what church he was baptised?
